The massive EU operation to rescue migrants has effectively become a ferry service across the Mediterranean, it emerged yesterday.
Smugglers are setting off from the North African coast in boats with only enough fuel to get them into international waters.
They then telephone rescuers asking for help, knowing they will be picked up by EU ships that will take them the rest of the way to Italy.
The mission, in which the Royal Navy has destroyed just 27 smuggler boats in almost a year of involvement, has been described as a ‘magnet to migrants’.
Whitehall officials yesterday refused to make public the cost of our contribution to the EU operation called Operation Sophia.

While only nine smugglers have been identified by the British and reported to Italian authorities since the mission began last June, naval ships have ferried thousands of people to mainland Europe.
Some 3,700 – or more than a quarter – of the 13,700 migrants plucked from the sea and taken to Italy in the £9.3million operation have been rescued by British vessels.
They cannot be returned to troubled Libya because it is not deemed to be safe and they are therefore disembarked in Italy.

More than 12,000 migrants have been picked up from the sea in the past week as the warm weather brings the start of another summer of chaos.
A cross-party House of Lords report earlier this month warned that claims the search-and-rescue operation acts as a ‘magnet to migrants and eases the task of smugglers, who would only need their vessels to reach the high seas’ had some validity.
‘The mission does not…in any meaningful way deter the flow of migrants, disrupt the smugglers’ networks, or impede the business of people smuggling on the central Mediterranean route,’ it said.

In answer to a parliamentary question about the effectiveness of the UK’s naval contribution, Armed Forces minister Penny Mordaunt said the figures show how few boats have been destroyed to prevent them being re-used.
She said: ‘HMS Enterprise has been valuable in developing a picture of the maritime environment and smuggling routes.
‘More broadly, we assess that Operation Sophia has left the smugglers unable to operate with impunity in international waters. This is progress on which we can build.’
Miss Mordaunt added: ‘We remain committed to working with the Libyan Government of National Accord to move to the later phases of the operation once the right conditions are in place and prevent the smugglers from putting people to sea.’
Tory MP Anne Main, who put down the question, yesterday said she was disappointed that the Government had refused to give details of the cost of the operation, but said it was ‘no doubt a large and significant sum’.
She added: ‘No wonder the EU do not want us to leave, as we are doing them a huge favour. You have to ask why this EU maritime force is in existence when they are not pulling their weight.
‘They are the ones with fleets in the Mediterranean and yet it is down to us to do the heavy lifting.’
Despite the Prime Minister’s pledge to help Libya, a Downing Street spokesman was unable to say what type of Royal Navy ship would be sent to join the four UK vessels already involved.
Criticising the move, Rear Admiral Chris Parry, a former Nato commander and Ministry of Defence director general, told BBC Radio 4’s Today programme: ‘I think because it is happening at the G7 and we have a referendum this has the nature of a grand gesture.
‘What I think is significant here is that we are having to boost the EU operation.’

A Navy mission aimed at stopping the flow of migrants to Europe is not just failing – it is actually helping people smugglers, a damning report will say today.
The £9.3million European Union mission to tackle people smuggling operations had not had any ‘meaningful impact’, a cross-party group of peers found.
Instead, it had become a ‘search and rescue mission’ and a ‘magnet to migrants’, easing the task of the gangs.

Just some 50 smugglers have been arrested since the mission codenamed Operation Sophia began last June, despite six EU ships patrolling the waters at any one time, including one British vessel.
The arrests were of low-level targets, and not the key figures within the smuggling networks, because it was mainly migrants on the boats being intercepted.
Figures showed 80 smuggling vessels were destroyed – but this resulted in the smugglers simply changing tactics, it was said in the European Union Committee report.

They instead shifted from wooden boats, to bulk buying dinghies from China, which can easily deflate and are much less safe.
The report on one of the key EU plans to tackle the crisis will be a blow to the Government after David Cameron promised to ‘smash’ the gangs last year.
The inquiry heard that some 9,000 people had been rescued by the EU vessels since the mission was launched.
By operating beyond European coastal waters, the mission was assisting the job of smugglers, who now only need their boats to reach the high seas, rather than EU waters, it was noted in the report.
Of the 9,000 figure it is understood Royal Navy ships rescued 7,767 of the people – with nearly 5,000 rescued by HMS Bulwark during its 60 day deployment alone.
Committee Chairman, Lord Tugendhat, said: ‘A naval mission cannot disrupt the business model of people smuggling, and in this sense it is failing.
In fact, it was now acting as a magnet for smugglers and migrants trying to make it to Europe.
‘The smuggling networks operate from Libya, and they extend through Africa.
‘Without support from a stable Libyan Government, the operation is unable to gather the intelligence it needs or tackle the smugglers onshore.’
The report by the Lord EU External Affairs Sub-Committee commended the success of rescuing so many migrants.
But said claims that the search and rescue operation would act as a ‘magnet to migrants and ease the task of smugglers, who would only need their vessels to reach the high seas’ had some validity.

The report found that significant gaps remain in Operation Sophia’s understanding of the smugglers networks, in particular how they operate on Libyan territory.
The report concluded that a mission acting only on the high seas was not able to disrupt effectively the smuggling networks, as it set out to do.
The report said: ‘The mission does not… in any meaningful way deter the flow of migrants, disrupt the smugglers’ networks, or impede the business of people smuggling on the central Mediterranean route.
‘The arrests that Operation Sophia has made to date have been of low-level targets, while the destruction of vessels has simply caused the smugglers to shift from using wooden boats to rubber dinghies, which are even more unsafe.
‘There are also significant limits to the intelligence that can be collected about onshore smuggling networks from the high seas.’
It added: ‘There is therefore little prospect of Operation Sophia overturning the business model of people smuggling.’
It said the weakness of the Libyan state had been a key factor underlying the ‘exceptional rate of irregular migration on the central Mediterranean route in recent years’.

Lord Tugendhat, added: ‘The EU naval mission in the central Mediterranean, Operation Sophia, patrols an area that’s around six times larger than Italy and this was always going to present an enormous challenge.’
He said its aim was to disrupt the business model of the smugglers, through intelligence gathering and intercepting and destroying vessels used by smugglers.
He added: ‘While there are plans for further phases of the mission which would see Operation Sophia acting in Libyan territorial waters and onshore, we are not confident that the new Libyan Government of National Accord will be in a position to work closely with the EU and its Member States any time soon.’
He said the destruction of the vessels had ‘so far been insignificant to the scale of the smuggling industry, and we have heard that the smugglers are simply changing their tactics in response.’
He added: ‘By the time the boats are in the open sea, the smugglers are no longer on board, and so only low level targets have been arrested.’
The report said that the EU should urgently put in place a strategy which can tackle the root causes of mass irregular migration.

An unemployed refugee on benefits has allegedly wrecked her £1.25million townhouse paid for by the taxpayer while her family has been branded the ‘family from hell’.
Mother-of-seven Manal Mahmoud moved into the upmarket Fulham address almost three years ago.
But now she could face eviction after the landlord of the three-bedroom property, Sue Cummings, apparently found the home had been ‘trashed’.
Mrs Mahmoud, who is in her late 40s, moved to the UK 12 years ago to escape fighting and political problems in her native Palestine.
But since she’s settled in west London neighbours say the family were antisocial and branded them the ‘family from hell’. Complaints have also been made about them to the council and police.
Ms Cummings, who agreed to let council tenants live in her home in the leafy street close to the River Thames, apparently found doors missing or hanging off and walls written on.
The driveway had also been smashed up, wallpaper was off and carpet worn through, the Sun said.
Outside, the lawn was overgrown, furniture left in the front garden and rubbish and motorbike parts strewn around.
However, Mrs Mahmoud, who has five young daughters and two teenage sons, insisted she had the right to live in the house – which only underwent a £76,000 refit – half of which was paid for by public money – three years ago.
A model who claimed she was so poor she had to accept free food from a mosque has been jailed for three years after benefits investigators unearthed her glamorous lifestyle on Facebook.
Carina Reid, 32, who lived in a flat on Chelsea’s fashionable King’s Road in West London after buying it with a deposit of £20,000, had 19 bank accounts containing £180,000.
But she claimed more than £50,000 in housing and council tax benefits to help fund holidays to Hong Kong, Dubai, Spain, Portugal, France and Switzerland and meals at luxury restaurants.
Reid, who also worked as a beautician, told the council that she had no savings and had taken no holidays between 2009 and 2014 – but was jailed for three years at Isleworth Crown Court yesterday for dishonestly claiming benefits.
The court heard how self-employed Reid first claimed benefits from Kensington and Chelsea Council in 2009, stating she earned a very low income from her beauty business Enhance.
But an investigation found her Facebook profile showed her taking holidays to various countries, sipping champagne in Harrods and dining at top London establishments including Scotts, the Dorchester Hotel and the Berkeley Hotel.
A profile of Reid on the Enhance website said she was a ‘senior medical aesthetician’ who had ‘worked with a wide range of clientele, from VIP film stars, TV and radio presenters as well as on magazine shoots and celebrity events.’
Her King’s Road flat was purchased with a deposit of £20,000, and she got a mortgage based on her true tax returns which showed that Enhance was a successful business.
She had also sent £116,000 abroad in 2013-2014 to acquire property in Dubai, and her LinkedIn profile indicated her desire to expand her business to Dubai and Los Angeles.
Eight of the nine dishonesty charges related to Reid’s failure to declare savings of £180,000 in 19 separate bank accounts.

A raft of millionaire luvvies last night demanded Britain wave in hundreds of migrant children living in the Calais Jungle.
Stars including Benedict Cumberbatch, Stephen Fry and Jude Law are among 145 to put their name to a letter calling on David Cameron to let children living in Calais’s migrant camps into the UK.
Other signatories of the letter are actress Helena Bonham Carter, Match of the Day presenter and former England football striker Gary Lineker, and actors Idris Elba and Colin Firth.
The letter is a response to impending moves by the French authorities to demolish the southern part of the infamous Jungle camp.
Charities working in the camps say this will destroy the homes of 3,000 people, including hundreds of children. It would, they claim, ‘uproot again those who have already had to abandon their homes due to war and persecution’.
But critics point out that many of those living in the Calais jungle are economic migrants simply trying to get into Britain for a better life.
Ministers have resisted calls to take more migrants from the continent – for fear it will encourage others to risk their lives trying to get to Europe.
Any move to bring large numbers of people from the Jungle to Britain would also risk making the problems in Northern France worse.
Bizarrely, the letter includes demands that the PM persuade the French authorities to start looking after the children properly and stop bulldozing parts of the camp.
The letter, which has also been signed by Steve Coogan, Jemima Khan and Richard Curtis, calls on David Cameron to ‘intervene as a matter of urgency in the refugee crisis in Calais and Dunkirk’.
